Frank hit it fine today, but

putted just awful. With mediocre putting this round is under par. With Frank putting at his normal high level it’s 3-4 under no problem.

The good news is after the US Open, he will start getting in nearly every week.

    I’m sure Monte could give a detailed explanation, but the PGA Tour re-shuffles the priority lists at certain points during the season. There is a published list of the categories that players are grouped into; A B C etc. If Joe Pro hasn’t had a lot of starts, but has played well, he’ll get more opportunities. And if his cousin Larry hasn’t played well, he’ll have a lot of trouble playing every week.
